Phase I of the National AIDS Control Programme (NACP) in Meghalaya was taken up during the last quarter of 1993-94. Actual implementation of the Programme could begin only in March 1994. Earlier the Programme was implemented through a State AIDS Cell but due to various constraints in implementing the programme, a Society was constituted and registered on the 20th of August 1998. As such from the 1st of April 1999 the Phase II of the Programme (1999 – 2005) and Phase-III is being implemented through the Meghalaya AIDS Control Society.

Activities undertaken under NACP I and NACP II:

In the Phase I of the Project all the activities were centralized to the State Head Quarter in the State AIDS Cell and even testing for HIV could be done only in the capital city of Shillong as only 2 (two) Elisa Reader were provided one each at the Zonal Blood Testing Centre and Voluntary Blood Testing Centre. STI services were limited with STD Clinic having inadequate staff and floor-space.

HIV epidemiological profile of Meghalaya:

Meghalaya has been categorised as a C category State i.e. Low Prevalence but Vulnerable (NACO).

[C= Less than 1% in ANC prevalence in all sites during last 3 years with Less than 5% in all STD clinic attendees or any HRG WITH KNOWN HOT SPOTS (Migrants, Truckers, Large aggregation of, Factory workers, Tourist etc)]
